David Doughman joined the firm in 2004 with Jack Hammond and became a partner in 2009. In 2022, he decided to scale back his law practice and with Chad and Ashley’s support became of counsel to the firm. His areas of expertise are land use and public contracting. He serves as a land use and code enforcement hearings officer for several jurisdictions and continues to provide day-to-day land use advice for certain clients. Over the years, he has advised clients on a wide variety of procurement and contracting matters. He has substantial experience helping clients justify exemptions to procurement requirements, and especially enjoys working on construction projects that utilize alternative delivery methods. Most recently, David has advised housing authorities and other clients on issues unique to the development of affordable housing, and he currently serves on a housing development committee for Reach Community Development Corporation.

In addition to Reach CDC, David serves on the executive committee for the Oregon State Bar Government Law section and is a member of the Oregon State Bar Disciplinary Board. Previously, he served on the OSB Bar Press Broadcasters Council and the OSB Unlawful Practice of Law Committee.

He earned a B.A. summa cum laude from the University of Minnesota in 1995 and graduated from the University of Oregon Knight School of Law in 2000. He is licensed to practice in Oregon and Washington, and anticipates gaining admission to the Minnesota State Bar Association in 2024. For what it is worth, his peers have found him worthy of inclusion in Best Lawyers since 2016.

He and his family reside in NE Portland. In his spare time, he wonders where all the time went. He likes music, Post-war American art, and he knows hockey is the only sport that matters.
