Municipal Utilities
Our attorneys have extensive experience dealing with legal issues that pertain to municipal utilities, including water, wastewater, electrical, and broadband utilities.
Our firm routinely assists with the planning, construction, and operation of water treatment plants, intake, storage, and transmission facilities, and water rights issues. We have worked with numerous clients on reaching compliance with applicable environmental laws, and have negotiated settlement agreements and consent decrees on behalf of municipal utilities with both the Oregon Department of Environmental Quality and the United States Environmental Protection Agency.
We assist clients with forming, expanding, and operating municipal broadband utilities, both inside and outside of their boundaries, including negotiating and developing associated intergovernmental agreements and end user agreements.
Our firm also has experience representing municipal electric utilities in a variety of areas, including transmission, distribution, and substations, territorial allocation of service territories, power supply contracting, litigation, rate studies, legislative drafting, and contracting.
